To effectively purify soil or ash contaminated with dioxins and heavy metals by rapidly changing various kinds of refuse to easy-to-handle substances.

While agitating refuse, soil or ash in an agitator, any of the stream selected from the air modified by bringing the two or more streams of the air discharged from a blower or compressor into collision against each other, the water modified by mixing the air modified in the above manner with the stream of water or the steam produced from the modified water modified by bringing the two or more streams of the water discharged from a pump into collision against each other or bringing the stream of the spirally flowing water into collision against a wall surface or solid is introduced into the agitator, by which the refuse, the soil or the ash is exposed to such air or stream and is thereby treated.
