To dynamically adjust an anonymity setting level in setting a proper name in a document in anonymity in accordance with usage environment.

An anonymity setting level adjusting means 21 inputs a document ID set of documents to be accessed and the condition of the usage environment of electronic documents. The anonymity setting level adjusting means 21 determines an anonymity setting level according to user's attributes and place and conditions of using methods of browsing, copying and the like. A proper name anonymity level setting means 22 determines an anonymity expression for setting a proper name in anonymity according to the anonymity setting level determined by the anonymity setting level adjusting means 21. A document outputting means 24 replaces the proper name in the document with the anonymity expression determined by the proper name anonymity setting means 22 and outputs the electronic document to be accessed.
