PROBLEM TO BE SOLVED: To easily confirm a construction state of a seal material, and to enhance the reliability of construction and a construction capability.SOLUTION: A construction monitoring device (2) of a seal material which holds a seal material (gasket 8) to a flange joint (6) with a plurality of bolts (12-1, 12-2 ... 12-8), and fastens and seals it thereto comprises: a plurality of first sensors (18-1, 18-2 ... 18-8) for detecting axial forces of the bolts; an information creation part (22) for creating target axial forces with respect to the axial forces, and the distribution information of the target axial forces by position information, and creating the distribution information of the axial forces by the axial force and the position information; and a monitor (24) for displaying a first distribution figure (26-1) indicating the target axial forces on a coordinate, and displaying a second distribution figure (26-2) indicating the axial forces.SELECTED DRAWING: Figure 1
