To provide an air-conditioning controller capable of securing energy saving effect by performing environment evaluation close to user's actual sense on the basis of declaration for air-conditioning.

The air-conditioning declaration data of the latest declaration is added to an air-conditioning declaration recording means 140. A standard environment evaluation model is created by an environment evaluating means 180 and whether an absolute value of a hot/cold sense declaration value of the latest declaration is more than a predetermined threshold value a or not is determined by an air-conditioning declaration validity evaluating means 150. An air-conditioning declaration analyzing means 160 calculates hot/cold sense calculated from the standard environment evaluation model, and calculates an absolute value of a width of deviation (difference) between the hot/cold sense declaration value of the latest declaration, and the hot/cold sense calculated from the standard environment evaluation model. When the calculated absolute value of the width of deviation is more than a predetermined threshold value b, intended declaration countermeasure processing is performed to update the environment evaluation model.
