This apparatus for generating steam is provided with a steam generating mechanism and a discharging mechanism 2 for discharging between discharge electrodes 3, 3 arranged in a passage for steam generated by the steam generating mechanism. Steam is exposed to the discharge between the discharge electrodes 3, 3 that are energized by the discharge mechanism 2. A discharge cycle setting section 14 is provided for setting an optimum value required for the discharge cycle in conformity with the steam particle diameter. Steam is atomized by the discharge and, depending on the discharge cycle, the particle diameter of the steam particles is varied. Steam whose particles have a required particle diameter can be obtained by the optimum cyclic discharge set by the discharge cycle setting section.
