To provide a power storage controller for efficiently utilizing power stored in a battery having a small amount of charge.

The power storage controller includes: a discharging cell selecting section for selecting one or more cells in which the amount of charge is smaller than a predetermined value as a cell to be discharged, from among a plurality of cells, and a charging/discharging control section for charging the power storage device by using the energy stored in one or more cells to be discharged. The charging/discharging control section may charge a power storage device having an internal resistance smaller than that of the one or more cells to be discharged by using the energy stored in the one or more cells to be discharged.
