To provide a biological activity improving processing agent for easily improving biological activity of the surface of a base material set in the water or an edge of the water without taking time and cost.
This biological activity improving processing agent has a covering layer forming material for forming a covering layer on the surface of a base material set in a place contacting water, and a ceramic particle whose surface is covered with apatite and which is fixed in a condition of exposing part thereof from the covering layer. The exposed part of the ceramic particle separates from the base material surface to be hardly affected by alkali which elutes from the base material, and adhesion of living things is excellent so as to improve biological activity. Furthermore, the ceramic particle is only to be fixed so as to expose from the covering layer after forming the covering layer from the covering layer forming material on the base material, thereby reducing time and cost.
