To provide a camera module that is convenient in electric connection between a stop device included in a lens barrel and a main controller and also easy to manufacture, and an optical device.SOLUTION: A camera module includes: a lens barrel which is arranged inside a housing arranged on one side of a base; an image sensor which is mounted on a first substrate arranged on the other side of the base and arranged below the lens barrel; a stop set which is supported movably inside the housing and controls the quantity of light entering the lens barrel; a first drive part which includes a first magnet and a first coil moving the lens barrel and stop set together along an optical axis; and a second substrate which includes a plurality of terminals stuck on the housing and is exposed to the outside for driving of the first drive part, wherein the stop set has a second drive part for driving a stop arranged inside, and the plurality of terminals are connected to a second drive part as well.SELECTED DRAWING: Figure 1
