To provide a card use-controlling system which surely prevents a cash card or a credit card from being fraudulently used and is high in safety, versatility and convenience, and also provide a card use-controlling method thereof.

Use-permission information which describes conditions indicating card-use permission is stored in a use permission information storage means 7 of a use-controlling device 5 but not in the card. When a card is issued, the card is invalidated to surely prevent the card from being fraudulently used and is also made compatible with a magnetic storage type card to improve its versatility. The use permission information can be changed from computer equipment or a terminal such as a cellular phone. When the use permission information is changed, second identification information, which is different from first identification information stored in the card, is employed. The second identification information is stored in the use permission information storage means 7 of the use-controlling device 5, and convenience for users is improved while ensuring safety when the use permission information is set or changed.
