To provide a cleaning device capable of maintaining initial cleaning performance for a long period of time by efficiently removing toner from the surface of a photoreceptor even independently of an electrostatic movement.
In the cleaning device 107, a rotor 22 rotates at a high speed on an inner side of a cylindrical casing 21 to form an axial flow fan. A brush 24 is subjected to filling to a high density on an outer peripheral edge of fins 23 of the rotor 22. When the rotor 22 rotates, the front ends of the brush 24 scrap off the toner 3 sticking to a photoreceptor drum 101 near a cleaning section 6. The toner scraped by the brush 24 is shaken off from the rotor 22 rotating at a high speed, and is blown off toward a direction along the rotor 22 by riding on a swirling air flow formed on an inner side of a casing 21. The rotor 22 is constituted by assembling a number of the spirally formed fins 23 to a cage shape.
