PROBLEM TO BE SOLVED: To provide a cleaning device capable of suppressing the deterioration of cleaning performance by maintaining the contact property between a belt member and a counter roller; and an image forming apparatus.SOLUTION: A cleaning device comprises: a first cleaning member on which a voltage with a reverse polarity is applied; a first counter roller that is counter to the first cleaning member with a belt member interposed therebetween; a second cleaning member, on which a voltage with a normal charge polarity is applied, upstream of the first cleaning member; a second counter roller that is counter to the second cleaning member with the belt member interposed therebetween; a third cleaning member, on which a voltage with a reverse polarity is applied, upstream of the second cleaning member; and a third counter roller that is counter to the third cleaning member with the belt member interposed therebetween. In the cleaning device, at least part of the first counter roller is positioned more on the first cleaning member side than the common tangent, on the belt member tension side, between a downstream side tension roller downstream of the first counter roller and the second counter roller.SELECTED DRAWING: Figure 1
