This coil winding device 20 includes a wire feeding machine 50 for feeding the wire 11 with fixed tension, a wire storing reel 70 for winding the wire fed from the wire feeding machine, a winding jig 21 for rotating and winding the wire fed from the wire feeding machine or the wire loosened and fed from the wire storing reel, a connecting mechanism 71 for fixing the wire storing reel 70 to the winding jig 21 and rotating it together with the winding jig 21 when the winding jig 21 winds the wire 11 fed from the wire feeding machine 50, and a tension applicator 91 for applying fixed tension to the wire 11 fed from the wire storing reel 70 by moving the wire storing reel to the winding jig. The wire storing reel 70 is preferably moved in a direction in which the wire storing reel 70 is parted from the winding jig 21 by a fluid pressure cylinder 92.
