To perform an end-end continuity characteristic test without using a measurement instrument and without providing advanced test functions to a user access device.
The system has a test function in a relay device which constitutes a relay network wherein a plurality of user access devices are multiplexed. An end-end continuity characteristic test is performed using the relay device as a test starting point. The relay device sends a test frame to one user access device, and the user access device loops back the test frame to the same port. The relay device transmits the loopback test frame, and transfers the test frame to an opposed user access device. The opposed user access device returns the test frame to the same port. The relay device which is a test starting point terminates the test frame which is looped back again from the opposed user access device. Throughput and a delay time are calculated based on information contained in the test frame.
