A cutting blade 31 of a cutting member 30 is brought into contact with a work piece 20 rotated in the direction of an arrow A (the cutting direction) by a holding part 40 and simultaneously moved in the direction of an arrow B (the cutting tool feed direction) to perform cutting work. By the power of a driving part 50, the cutting member 30 is rotated in the direction of an arrow C in plane substantially vertical to the rotating direction of the workpiece 20. The contact position of the cutting blade 30 to the workpiece 20 is always varied, so that the surface temperature of the cutting blade 31 raised due to cutting is quickly cooled when slipping out of the contact position with the workpiece 20 and a cutting chip 21. When the temperature rise of the cutting blade 31 becomes smaller, abrasion is restrained.
