SOLUTION: A rotational wing earth crushing body 300 provided to downward of a hopper 10 dumping construction-causing earth 67, provided upward of a carrier for carrying the construction-causing earth 67 and mounted to the carrier 76 to crush the construction-causing earth 67 is provided. Then, at least one or the other of operation of the carrier 76 and rotation of a rotational wing for rotating the rotational wing earth crushing body 300 is executed, earth is crushed in accordance with a state of the construction-causing earth 67, kneading and mixing in a kneader.mixer can be effectively and efficiently made, and the construction-causing earth 67 and a soil improvement agent R or an additive H are kneaded and mixed with each other to promote quality of improved soil and productivity.
