To obtain high fire extinguishment and smoke elimination effect using a Coulomb force, in a spray target area, by charging spray with directivity.
In case of a fire, a water-based fire extinguishing agent is supplied with pressure to a charging spray head 10 installed in protection sections through piping. The fire extinguishing agent jetted from the charging spray head 10 is deflected in a semicircular or sectorial shape to form a thin film stream 56 and then divided/separated into a particle group stream 58 to be sprayed, wherein an external electric field is impressed near the divided/separated part P of the thin film stream 56 to be charged. The charging spray head 10 includes: a nozzle part 40 that jets a fire extinguishing agent to the target area of an external space; an electrode part 46 on the fire extinguishing agent side, which is arranged inside the nozzle part 40 and brought into contact with the fire extinguishing agent; a deflector 42 that deflects the fire extinguishing agent released from the nozzle part 40 in a semicircular or sectorial shape to form the thin film stream 56, and then divides/separates it into a particle group stream 58 to spray it; and an induction electrode part 48 that are arranged in a semicircular or sectorial shape near the divided/separated part P of the thin film stream 56.
