To provide a fluorine-based surface reforming composition which does not contain perfluorooctanoic acid C7F15COOH(PFOA) and a perfluoroalkyl aliphatic acid having a carbon number higher than that of the PFOA, for which there is risk of environmental load, and does not generate the PFOA and the perfluoroalkyl aliphatic acid having a carbon number higher than that of the PFOA when it is decomposed.

The fluorine-based surface reforming composition contains an acryl- and/or methacryl-based monomer including a perfluoroalkyl group having a carbon number of 6 as a component (a), an addition copolymer with a functional monomer as a component (b), and a fluorine-based solvent capable of dissolving the polymer as a component (c). The fluorine-based surface reforming composition is useful as a water-repelling/oil repelling agent, an antifouling processing agent, a mold releasing agent, a lubricant, an agent for preventing creep up of flux, a moisture proof coating agent, an oil barrier or the like.
