The internal combustion engine controller is equipped with an emission cleaning catalyst 42 arranged in an emission pathway 14 of an internal combustion engine 10, an O2 sensor 48 arranged at a downstream side of the emission cleaning catalyst 42 to detect oxygen concentration within an emission, a fuel cut driving means that stops fuel supply to the internal combustion engine 10 when a vehicle decelerates to perform fuel cut driving, an asynchronous fuel injection means that performs asynchronous fuel injection when having returned from the fuel cut driving to normal driving, and a control means that controls the fuel injection quantity brought about by the asynchronous fuel injection depending on a period of time taken for a detected value by the O2 sensor 48 to invert from a fuel-lean state to a fuel-rich state after the completion of the fuel cutoff driving.
