PURPOSE: To obtain the subject softer and smoother tissue for face, etc., by depositing a stratified aqueous slurry of papermaking fibers between a forming wire and a felt to form a layered embryonic web, dehydrating, drying, creping and subjecting a tissue web to ply-processing.

CONSTITUTION: A stratified aqueous slurry of papermaking fibers is introduced from a head box 1 to between a forming wire 2 and a felt 3 to form a layered embryonic web having a first layer 15 of fibers composed of a large amount of short fibers in contacting relationship with the felt 3 and a second layer 16 of fibers which provides most of the strength of the resulting tissue web and is in contacting relationship with the forming wire 2. The embryonic web is dehydrated by a pressure roll 21 and the second layer 16 side of the web is bonded to the surface of a rotary drying cylinder 20 and dried. A creping adhesive is sprayed on the web by a sprayer 22, the web is creped to form a tissue web, which is wound on a soft roll 24. The tissue web is passed through calender rolls 31-34, etc., so that the first layer 15 forms a face facing the outside and subjected to ply-processing to give the objective product.
