Abstract:
PURPOSE: To recover the communication while avoiding the concentration of access to a line in the recovery of a communication fault.
CONSTITUTION: A backup request transaction (TR) is stored in a queue Q1 by a communication fault detection step S31, and when the number of backup request transactions received from the queue Q1 reaches the backup start limit number 3 (S32-S36), a timer restricting the removal of the backup request transaction from the queue Q1 for 2 seconds is used to adjust a timing when the backup request is started thereby restricting the access quantity to an ISD public network.
