PURPOSE: To correct and compute a temperature of the ground surface at a user station by adding the temperature data observed at an observatory station to the infrared earth image data to be distributed to the user station.

CONSTITUTION: The infrared earth image data obtained by an infrared sensor 11 of a meteorological satellite 10 and the temperature data detected by a temperature sensor 21 of an observatory station 20 are multiplexed by a wireless system equipment 12, and is sent to a central station 30. In the central station 30, the infrared earth image data is processed by a data processing device 34 for user stations, and the observatory station address and the temperature data are added to this signal, and is distributed to each user station 40 through the meteorological satellite 10. In the user station 40, latitude and longitude are obtained from the observatory station address, and the infrared earth image data is combined with the temperature data to correct and obtain a temperature of the ground surface.
