PURPOSE: To prevent the generation of defects such as stripping, deviation, elution of a resin or the like of a composite type vibration damping steel plate, by subjecting the plate to spot welding or seam welding to manufacture a member prior to arc welding.
CONSTITUTION: A composite type vibration damping steel plate 1 sandwiched with a resin 3 between two sheets of steel plates 2 and 2 is subjected to spot welding 6 prior to arc welding, then the plate is butted to a single steel plate 5 and is subjected to arc welding 7, in the stage of manufacturing a member by arc welding using the plate 1. The arc welding of the plate 1 is thus made possible without any defects such as the stripping, deviation, elution of the resin or the like of the steel plate.
