At the arrival of processing timing, a control part 5 enters a luminance signal from a video signal processing part 2 in the OFF state of a light source 7, detects the average luminance of a prescribed frame, compares the detected luminance with a threshold, and when the average luminance is more than the threshold, holds the OFF state of the light source 7. When the average luminance is less than the threshold, the control part 5 instructs an illumination driver 8 to turn on the light source 7. When the processing above is repeated every prescribed period, a video signal having always sufficiently enough luminance is outputted from an image pickup part 1 and the monitoring side can monitor a fine picture.
