To provide a monitoring control communication system of a SONET/SDH device which switches HDLC packets only with small scale hardware, by which packet splitting by multiplexing does not occur and which does not increase traffic of packet.
The monitoring control communication system is equipped with OH addition/termination parts which add/terminate terminal station section overheads to each of a plurality of transmission paths, a DCC signal receiving part which receives a plurality of overheads of HDLC frames from each OH addition/termination part and an ethernet transmitting/receiving part which converts each HDLC frame from the DCC signal receiving part into MAC frames, stores them in a buffer memory, transmits the MAC frame from the buffer memory to a monitoring device and stores the MAC frame to be transmitted from the monitoring device to a partner in the buffer memory. The system is equipped with a DCC signal transmitting part which encapsulates the MAC frames to be transmitted to the partner in the HDLC frames and outputs them to each of the plurality of OH addition/termination part.
