To provide a motion detecting apparatus capable of keeping a high motion vector accuracy, ensuring an enough range of motion detection with a small hardware scale.
The motion detecting apparatus 1000 includes a sub-block A buffer 1003, a sub-block B buffer 1004, a sub-block C buffer 1005, and a sub-block D buffer 1006, a sub-block selection/search central point setting unit 1007, an inter-block cost calculation circuit 1008, and a motion vector deciding unit 1009. The motion detection target blocks are sub-sampled and separated at positions at which the blocks are different from each other in phase, and block matching is carried out between the sub-blocks and the motion detecting ranges of the thinned-out reference images to acquire motion vectors.
