To enable the blind to use an operating button only for general people by providing a cover for covering operation display for general people, and applying operating braille points for the blind to the surface of the cover.

A cover 8 for covering a button operating face of an object floor button is formed, and an operating braille point display 8b for the blind is applied to a surface 8a. The cover 8 is made of silicone rubber and removably fitted to the button operating face of the object floor button. In this way, a control panel in a car can be used as it is without replacing the whole control panel in the car with a control panel for the blind. Remodeling cost is therefore restrained from becoming high. A control panel for general people at a landing can be easily renewed into a control panel for the blind by fitting the cover 8 with the operating braille point display 8b for the blind applied, to the operating button. In case of fitting the cover 8 to the operating button at the landing, rainwater is prevented from infiltrating into the operating button.
