PURPOSE: To prevent the pressure of the call processing capacity by the analysis processing of a call setting request condition as much as possible, regarding the packet originating and incoming analysis system of a packet exchange.

CONSTITUTION: In this system, a storage holding means (201) storing the set request condition of a packet call and the analysis result of the set request condition at the time of setting the packet call and a first analysis means (202) comparing the set request condition stored in the storage holding means with the set request condition of a new packet call at the time of setting the new packet call and diverting the analysis result of the stored set request condition to the setting of the new packet call when the both of the set request conditions coicide are provided together with a registration means (203) prelirninarily registering the analysis result of the set request condition of the packet call and a second analysis means (204) diverting the analysis result of the registered set request condition to the setting of the packet call at the time of setting the packet call.
