A patient possesses a radio card 2. Then, when a reader-writer 4 transmits the transmission request signals by the radio waves, the radio card 2 which receives the transmission request signals transmits ID signals intrinsic to the radio card 2. Based on the ID signals, the position of the patient possessing the radio card 2 or the like is detected. That is, for instance, the reader-writer 4 of an A base 3a changes the directivity of an antenna 40 and defines the position where the reception electric field strength of position signals from the radio card 2 becomes maximum as the position of the radio card 2. Then, communication is performed with the radio card 2 for plural times, the position of the radio card 2 is detected and position information such as a moving direction and a moving speed, etc., is detected.
