The photoelectric converter comprises a photoelectric conversion layer 30 having a dispersing film for dispersing at least n-type semiconductor fine grains and organic p-type semiconductor fine grains, and a pair of electrodes 20 and 30 oppositely disposed through the layer 30. In this case, the pair of electrodes 20 and 30 have different work functions from each other. At least one of the electrodes 20 and 30 is translucent. The method for manufacturing the same is provided.
