The control unit 30 calculates an additional replenishing amount Radd, which increases with decrease in the processing rate at the time of previous starting from a graph determined by a preset minimum processing rate Pmin, a required processing rate Pnes, a maximum replenishing amount Rmax, and a basic replenishing amount Rbase, and adds the obtained amount Radd to the basic replenishing amount Rbase to replenish.
