This pneumatic tire 10 for off-road has a carcass layer 22 as a frame of the pneumatic tire 10 for off-road; a tread part 21 arranged outside the carcass layer 22 in a tire radial direction; and a cord reinforcing layer 30 constituted by impregnating a three-axis woven fabric 30A obtained by weaving cords arranged outside in a tire peripheral direction and a tire radial direction of the carcass layer 22 and arranged along three axial directions crossing with one another at any of a side wall part 27 or a tread shoulder part 28 with a rubber component. Cords (30X, 30Y, 30Z) constituting the three-axis woven fabric 30A are formed of at least one of predetermined organic fiber, predetermined inorganic fiber, or predetermined metallic fiber.
