To eliminate the drawback of conventional operation management systems that as special systems adapted to individual railroads, they do not realize hardware/software architectures directly applicable to and developable in accordance with various system configurations, e.g. system configurations of the station-based distributed type, centralized type, centrally distributed type, etc.
With regard to data to be shared by a plurality of devices, the data renewed by one of the devices is transmitted over a network. Distributed data management portions are arranged as they are distributed to the respective devices, each of the management portions taking in, based on its own judgment, the piece of information needed for its own device, from pieces of information about the other devices which are transmitted over the network, with the piece of information subsequently subjected to a conversion process or a matching process if necessary so that the pieces of information are originated as pieces of information about an entire railroad section which is the subject of control. The main processing part of each device processes information about the entire section presented by the distributed data management part, for the range allocated to itself.
