To provide a rocker arm and a method of manufacturing the same that eliminates a punching process and improves material yield.

(1) A rocker arm 10 is formed of a steel pipe. Counter parts 21a and 21b of a first radial direction of the steel pipe is bent at a right angle to the axial direction of the steel pipe. Counter parts 22a and 22b of a second radial direction perpendicular to the first radial direction is deformed from a circular shape into a linear shape so as to lie parallel to the first radial direction. (2) A method of manufacturing the rocker arm includes a step of cutting the steel pipe in the axial direction to make a circular member 20, and a bending/ forming step of bending the counter parts 21a and 21b of the first radial direction of the circular member 20 at a right angle to the axial direction of the circular member 20 and forming the counter parts 22a and 22b of the second radial direction perpendicular to the first radial direction from a circular shape into a pair of linear parts parallel to each other.
