PROBLEM TO BE SOLVED: To hold the steam header pressure of an industrial complex consisting of a plurality of plants at such a valve that there is no hindrance to the safe and stable operation of the respective plants and to enable efficient operation on the whole by providing a control arithmetic part which calculates a proper set value for steam header pressure.
SOLUTION: A process input part 2 inputs state quantities such as steam operation pressure and the extends of valve openings of the respective plants 7a to 7c. A variable restriction value arithmetic part 3 calculates restriction values when restriction values of the steam reception pressure vary with the operation states of the plants, and inputs restriction values of fixed restriction conditions from a restriction condition setting part 4 and calculates and supplies variable restriction values to the restriction condition setting part 4. A control arithmetic part 5 calculates the proper set value for the steam header pressure of a power plant 7d according to the data supplied from the pressure input part 2 and restriction condition setting part 4. A set value output part 6 receives the arithmetic result and changes the settings of a slave controller 8.
