PURPOSE: To execute properly the regulation to congested subscriber/area by executing overload control depending on the type of congested information and the importance of an exchange of sender in a telephone network when a regulation controller is overloaded.
CONSTITUTION: An interface controller 7 transfers subscriber information C1 relating to a subscriber exchange 1 and area congested information C2 relating to a representative exchange 2' registered in advance to a regulation controller 8 while not always being limited regardless of the loading state of the controller 8 and supplies limitation commanded by overload control information L from the controller 8 only to the congested information C2 relating to a relay line exchange 2. Thus, the regulation to the subscriber congestion is executed without exception and the regulation to the area congestion is also executed properly.
