To provide a technology attaining time scalability and highly efficient coding in time hierarchical coding applied to an interlace scanning signal using time zone division with motion compensation (MCTF).
A spatial position correction section 910 is used to correct the spatial position of samples of the interlace scanning signal, that is, a signal at a rate of 1/60 second including the same number of samples as that of the interlace scanning signal without causing a spatial deviation is generated by generating the samples of a bottom field at the spatial position (position in a vertical direction) the same as that of a top filed. An MCTF section 104 applies the time zone division with motion compensation to the signal in which the spatial positions of the samples is corrected while alternately and temporally arranging the top field and the bottom filed.
