Abstract:

PROBLEM TO BE SOLVED: To achieve a stable datagram communication network which never falls into a congestion collapsing state by providing a preference value inserting function, etc., for writing a preference value calculated by a preference value calculating function in the header of a datagram to be transmitted.
SOLUTION: A traffic observing device 8 is formed of a traffic observing function 8a, a preference value calculating function 8b and a preference value inserting function 8c. Through the use of data obtained by the function 8a, this device 8 evaluates an impact (load) to the network of the traffic of a user to digitize it to realize writing of it into the header of the datagram. Then, a preference value to be written by the function 8c of the device 8 is retained in a field for writing a preference value in the header part of the datagram to be transferred.
