To provide an on-vehicle apparatus for allowing a user to easily acquire travelling data and transmit the data to an information center.

The on-vehicle apparatus such as a car navigation system or a travelling data logger (e.g.; tachograph) without having a communication function collects the travelling data (vehicle information such as time, position coordinates, vehicle speed, and engine revolutions), stores the data, and stores the URL of the information center such as a probe car center or a travelling management center and stores a unique ID for identifying the vehicle. The collected travelling data, the URL, and the unique ID are converted into two-dimensional bar codes so as to be displayed by images, based on a prescribed operation by the user. When the data, etc., are imaged by the camera of a portable telephone, original information before conversion are analyzed and displayed on the screen. When the user confirms the display and indicates transmission, the portable telephone is connected to the information center by using the displayed URL, so as to transmit the travelling data and the unique ID and completes uploading.
