An on-vehicle camera controller includes: an image acquisition part 110 for acquiring infrared image data and visible image data; a mode setting part 130 for setting any processing mode out of a plurality of processing modes including a travel mode and a crime prevention mode as a processing mode for use; and a processing part 120. In a case where the travel mode is set as the processing mode for use, the processing part 120 sets a visible image capturing part 220 into a normal drive state and performs generation processing of notification data on the basis of the visible image data and the infrared image data. In a case where the crime prevention mode is set as the processing mode for use, the processing part 120 sets the visible image capturing part 220 into an operation-off state or a power-saving state in which power consumption is lower than that in the normal drive state and performs detection processing of an object to be monitored on the basis of the infrared image data.
