To provide a vehicle lifting device capable of elevating/lowering each of a plurality of elevating/lowering driving points in a railway rolling stock at proper speed without performing a special driving control, and a winding machine capable of being used for the device, etc.
In this vehicle lifting device, the plurality of elevating/lowering driving points (4A, 4B, etc.) are provided in the railway rolling stock 1 or a rail for mounting the railway rolling stock 1 to elevate/lower the railway rolling stock 1, and a rope 3 for lifting is connected to each of the elevating/lowering driving points. Each rope 3 is wound in each of pertinent diameter parts of winding drums 13 and 14 having diameter parts DA to DD of diameters proportional to elevating/lowering required amount of each of the elevating/lowering driving points.
