The present invention receives, from a plurality of on-board devices (3a, 3b, 3c, 3d) respectively installed on a plurality of vehicles (2a, 2b, 2c, 2d), driving behavior data indicating driving behaviors of the vehicles on which the on-board devices are installed, and stores the driving behavior data in a drive history database (12c). From the plurality of vehicles, the driving behavior data indicating the driving behaviors of the respective vehicles are read out from the drive history database, and avoidance behaviors that occurred in the vehicles are detected on the basis of the read-out driving behavior data. From the respective detected avoidance behaviors of the plurality of the vehicles, a related avoidance behavior group consisting of multiple avoidance behaviors occurred in different subject vehicles (2b, 2c, 2d) at different time points and at different locations but caused by the same object is extracted on the basis of the occurrence location and the occurrence time point of the detected avoidance behaviors. Information indicating positional change of the same object which becomes a cause of the extracted related avoidance behavior group is recorded as attention object data indicating the positional change of the attention object.
