A condensed phosphate compound-based flame retardant which is represented by formula (1) or formula (2), wherein a and b are molar ratios of melamine [calculated as {(M-H)2O}] and zinc (calculated as ZnO) with respect to 1 mol of a phosphorus oxide (calculated as P2O5), respectively and x and y are molar ratios of melamine [calculated as {(M-H)2O}] and aluminum (calculated as Al2O3) with respect to 1 mol of a phosphorus oxide (calculated as P2O5), respectively. a{(M-H)2O}]•b(ZnO)•(P2O5)……(1) x{(M-H)2O}]•y(Al2O3)•(P2O5)……(2) Provided that M represents melamine and a, b, x and y satisfy the following relationships. 0.03
