A content evaluation device (10) comprises an image acquisition unit (11), a detection region setting unit (12), a pulse wave detection unit (13), a concentration degree estimation unit (14), and an evaluation unit (16). The image acquisition unit (11) acquires an image of a player and a viewer of a game. The detection region setting unit (12) sets a detection region including the skin of the player and the viewer included in the acquired image. The pulse wave detection unit (13) detects the pulse wave of the player and the viewer from the set detection region. The concentration degree estimation unit (14) estimates the degree of concentration of the player and the viewer on the content in accordance with the result of detection of the pulse wave. The evaluation unit (16) evaluates the game in accordance with the result of estimation of the degree of concentration.
