The present invention provides a control network element, a positioning system, and a positioning method. The control network element comprises: a first receiving unit, used for receiving call information sent by a mobile wireless device; a first determining unit, used for determining target broadcast information corresponding to the call information satisfying a preset condition; a second determining unit, used for determining a first cell and a second cell according to the call information; and a sending unit, used for sending the target broadcast information to the target mobile wireless device. The control network element provided in an embodiment of the present invention can perform positioning according to call information sent by a wireless mobile device to be positioned, a GPS of the mobile wireless device to be positioned does not need to be acquired and further, a positioning server does not need to be deployed, and accordingly, cost of deploying the positioning server is reduced; the positioning can be performed by directly using the call information, the positioning efficiency can be effectively improved, demands of a user can be satisfied, and the precision of the positioning is effectively ensured.
