Abstract:
[Problem] To reduce the increase of entropy in intra prediction, even when using a lower-side or right-side reference pixel. [Solution] An encoding device 1 of the present invention comprises: an intra prediction unit 14a that is structured so as to generate a prediction picture using an intra prediction mode; a residual signal generation unit 14b that is structured so as to generate a residual signal with the difference between the prediction picture and an original picture; and an orthogonal transformation unit 14c that is structured such that, when the intra prediction unit 14a has generated the prediction picture using a reference pixel that is located to the right side and/or the lower side, the orthogonal transformation unit 14c performs an orthogonal transformation process on the residual signal after inverting a basis of a horizontal direction and/or a vertical direction.
