A farm animal (A) is put out to pasture on a farm (F). A communication device (101) that measures the number of steps of the farm animal (A) is fitted on the farm animal (A). An estrus notification device (103) receives measurement result information, which represents the result of measuring the number of steps of the farm animal (A), from the communication device (101) via a repeater (102) set at the farm (F). The estrus notification device (103) also determines whether the farm animal (A) exhibits symptoms of estrus from the result of measuring the number of steps of the farm animal (A) by the communication device (101). When the farm animal (A) exhibits symptoms of estrus, the estrus notification device (103) determines whether there is another farm animal (A) in estrus around the farm animal (A). If there is no other farm animal (A) that is in estrus, the estrus notification device (103) determines the farm animal (A) to be the farm animal exhibiting the symptoms of estrus and transmits identifying information for said farm animal (A) to a client device (104).
