This image encoding method comprises: an image acquisition step for acquiring an image to be encoded; a feature map generation step for generating a feature map on the basis of the image; a shrinkage function generation step for performing fractal compression on the feature map and generating a shrinkage function; an entropy encoding step for performing entropy encoding on the shrinkage function.
