According to the present invention, a load estimation unit (308) estimates the load on a device on the basis of at least one from among: weather data; building data representing the characteristics of a building where the device is installed; device data representing the characteristics of the device; and operation data including one or more control parameters used when operating the device. A power estimation unit (310) estimates the amount of power consumed by the device on the basis of the estimated load. A charge calculation unit (311) calculates the electricity charge corresponding to the estimated amount of power consumption. An analysis unit (313) analyses the characteristics of charge data representing an electricity charging system. A generation unit (309) generates an operation plan for the device on the basis of the estimated load, the calculated electricity charge, the analysed characteristics, and a budget set in advance. An output unit (315) outputs the generated operation plan.
