A method of suppressing deformation of an embankment allows a reinforcing effect to be maintained even if the foundation ground liquefies, suppresses excessive deformation of the embankment, and can be performed at reduced cost. A method of suppressing deformation of an embankment when the foundation ground (1) liquefies during an earthquake. A flat reinforcing material (2) is laid on an excavated surface of the upper part of the foundation ground so as to be held in a non-liquefying material (3), and then an embankment (4) is constructed on the non-liquefying material (3). Alternatively, a flat reinforcing material (2) is laid on the foundation ground (1) so as to be held in a non-liquefying material (3), thereby constructing a part of an embankment (4), and then the embankment (4) is constructed on the non-liquefying material (3).
