Disclosed in the present invention is a non-oriented electrical steel sheet. In addition to Fe and inevitable impurities, the non-oriented electrical steel sheet further contains the following chemical elements in percentage by mass: 0 < C ≤ 0.01%, 0 < Si ≤ 4.5%, Mn: 0.05-2.0%, Al: 0.1-2.0%, and Cr: 0.005-0.2%. The ratio of Al to Cr in percentage by mass satisfies: 10 ≤ Al/Cr ≤ 80. Also disclosed in the present invention is a method for manufacturing the non-oriented electrical steel sheet, comprising the steps of: (1) performing smelting and casting to obtain a continuous cast slab; (2) performing heating and rolling to obtain a hot-rolled steel sheet, wherein when the continuous cast slab is heated in a heating furnace, and the temperature rises to 1020°C or above, a heating rate is controlled to be 0.8-2.0°C/min, and controlling the soaking time of the continuous cast slab in the heating furnace/the in-furnace time of the continuous cast slab to be 0.10-0.25 h; and (3) pickling the hot-rolled steel sheet; (4) cold rolling the hot-rolled steel sheet to obtain a cold-rolled steel sheet; (5) continuously annealing the cold-rolled steel sheet to obtain a finished steel sheet; and (6) coating the surface of the finished steel sheet.
